Party Conflicts

The following is an excerpt from an edition of a Pearson Custom Textbook that I wrote in the past:

I am a big fan of political movements. I like how they bring new voters to the political process. For me, the more participation in politics, the better for our democracy. What I do fear, however, is the power of this anti-incumbent, anti-establishment movement that is currently in our midst and how long it will last.

History shows us that political movements that challenge the political status quo tend to start off quickly and then fade away just as fast.   The Liberty and Free Soil Parties of the 1830s and 1840s wanted to abolish slavery to different degrees, but because these parties were considered one-issue parties which could not challenge the breadth and depth of the major parties of the time, the Democrats and Whigs. In fact, those anti-slavery movements gave rise to the Republican Party in the 1850s.

The Populist Party of the 1880s established itself as a party working on behalf of America’s farmers and laborers. The Democratic Party, seeing a rift within their own party, usurped the rising third party’s issues, which in turn, nullified the need of a third party.  By 1900, the Populist Party as a national force was no more.

Progressives found a voice in 1912 with the candidacy of Teddy Roosevelt for President as the Bull Moose nominee. The Progressive movement had been around before 1912, but now they had a national figure to head their cause. When Roosevelt lost that year, the Bull Moose Party dissolved and the Progressive movement sputtered.

In 1992, I remember the anti-establishment candidacy of Ross Perot. He had ballot access in all 50 states. He rode a national tide built on small government, lower tax, and government accountability rhetoric. Perot lost, but Republicans used that same rhetoric to win both houses of Congress in 1994. When Perot ran for President in 1996, his campaign was considered unnecessary because the Republican Party was now firmly entrenched as the party of smaller government.

But what of that smaller government, low tax, government accountability, Republican Party of 1994? By 2008, the party had shifted away from those principles and gave rise to the Tea Party and anti-incumbent movements that we see today.  It is now 2015 and the Republican Party still has a conflict with its membership as so-called Tea Party Republicans have labeled House Speaker John Boehner as an establishment Republican.

My question is: are anti-establishment party movements good for American politics?

Third Parties Lack Votes Not Creativity

The United States is two-party system, meaning that in an election, one of two parties will have the best chance of winning almost every time.  This has been true since the birth of this country’s political parties when the first two parties, the Democratic-Republicans and the Federalists, vied for public support.  This does not mean that there aren’t other parties competing in the electoral arena.  Third parties have sprouted up from time to time and have influenced electoral outcomes at the federal, state, and local levels.

However, victories have been few and far between for many third parties in the United States.  This is due to in part to formal rules and informal practices that hinder the chances of a third party succeeding.  A formal rule deals with ballot access.  In order to gain access to a ballot, third parties must gather an inordinate amount of signatures on petitions in comparison to their major party counterparts.  These rules differ between states and have been created by members of the state legislature who, alas, belong to one of the two major parties.  An excellent website that describes how ballot access laws work in the United States can be found at Richard Winger’s Ballot Access News site.  Another example of a formal rule is one that is set up by the federal government during the Presidential elections.  In order for third party Presidential candidates to receive federal funding for their Presidential bid, the third party candidate from the previous Presidential election must have received 5% of the popular vote.  Five percent also ensures equal ballot access protections for third party candidates (i.e. automatic ballot access).  However, no third party candidate has received more than 5% since Ross Perot in 1996.  No third party candidate received 5% in 2012.  Libertarian Gary Johnson received 1% of the popular vote.  Therefore, third party candidates in 2016 already start their Presidential bids at a ballot and monetary disadvantage.

An informal practice that stunts the growth of third parties is that our nation’s history has always been a two-party system.  It is what the public is used to.  From the Democratic-Republicans vs. Federalists to Democrats vs. Whigs and Democrats vs. Republicans, the country’s pedigree eliminates the need for third party involvement in the political process.

What can third parties do to compete on a somewhat level playing field?  At the state level, third party candidates have turned to humor and unconventional ads to promote their political messages.  Here are two examples:

In this 2009 ad, two actors portraying then-New Jersey Governor Jon Corzine (D) and Chris Christie (R) find themselves trapped on an escalator.  Only Chris Daggett, Independent for Governor, can save the day.  The ad won award in 2010 for its creativity.  Daggett, who won the endorsement of the largest newspaper, the Newark Star-Ledger, finished with 5.8% of the vote.  Christie won the election.

Musician/Actor/Entertainer/Businessman Kinky Friedman ran a spirited campaign for Governor of Texas in 2006.  Friedman’s Independent campaign, modeled after Jesse Ventura’s successful 1998 bid for Governor of Minnesota, was as colorful as his professional and personal background.  Friedman finished fourth with 12.43% of the vote, behind Rick Perry (R), Chris Bell (D), and another Independent, Carole Keeton Strayhorn.  A candidate from the Libertarian Party finished fifth.  

What from these commercials would appeal to an undecided voter who may be considering a vote for a third party candidate?  These commercials may be unconventional, but are they too unconventional, in that they may turn voters off because of their style?  Should more commercials like these be produced by third party candidates to help gain interest in their campaigns?

After all, the two-party system is tough to crack.  Third party candidates need any advantage that they can create for themselves.

Realignment in America

Are the two major political parties in the United States currently realigning themselves?  Realignment or a realigning/critical election, has been defined by Walter Dean Burnham, as an event that occurs every 30-36 years.  When realignment does occur, the political parties tend to reinvent themselves in order to stay relevant.  They do this by adjusting their political party platforms while the country or the political electorate changes.  Sometimes, however, it is the critical election that adjusts the way the voting behaves.  For the most part, political scientists agree that the United States has had five party systems.  The first party system somewhere between the creation of American political parties to the time of Democratic-Republican Party dominance (1789-1828).  The second party system occurred during the height of the Democratic Party strength and the somewhat competitive Whig Party (1828-1860).  The third party system took place with the emergence of the Republican Party and the election of Abraham Lincoln and lasted until the late 1890s (1860-1896).  In fourth party system, the parties aligned themselves based on the economy, as Democrats became the party of unions and an agrarian mindset, while the Republicans captured big business and industry within their ranks (1896-1932).  With the fifth party system, the Democrats took on the role of supporting the New Deal, while the Republicans opposed the FDR platform.  From the time of the New Deal, Democrats have supported public policy solutions created by the federal government.  Republicans supported solutions initiated by state governments.  This party system has lasted since 1932 (1932-Present).    The two major parties have continued to promote their party platforms from a federal vs. state government angle.  Since both parties have not changed since 1932, what would it take for the American party system realign once again in a sixth party system?
